Balance of Payment is all the economic transaction that happens between residents of country and the rest of the world. It can be between government, individual or corporate. BoP transaction consists of imports and exports of goods, services and capital as well as transfer payments, such as foreign aid and remittances.

Hello Robert. Yes, there are restrictions for exporting computer hardware and software into Russia from the US. There are generic restrictions for exportation and then there are possibly export licenses required by the government depending on the use of the merchandise. I hope this helps.
