Compliance in the USA, that's a simple one step onto normal trading cooperation for all partners abroads, who wanna do the first step with american partners. If everyting is ok at the first step of "entrance into USA",  whatever goods or service , which should not be much differenter than making domestic deals, if the international deal belong not to special type e.g. dumping or copycat. On the normal view it should be not in such as discrimination judgedespecially from officials USA. On this baseline it could be kept to do no worry about barries to entrance, that's just the proper principal.
